Blackburn is a town and borough located in Lancashire, in the North West of England. It was historically an important centre of textile manufacturing and telecommunications, and continues to be an important centre for investment, business, technology, design, commerce, and entrepreneurship. It has been designated as a 20th-century industrial town of national importance, and is home to a diverse range of vibrant, multicultural communities. The town's population as of 2021 was estimated to be around 141,000 people, making it the 36th largest settlement in England by population.


Blackburn was one of the first towns to industrialize in the Industrial Revolution of the 19th century, and it quickly developed into a major hub of manufacturing and industry. It was home to many cotton mills and various manufacturing industries, and it held the first power loom in the country, developed in 1758.

Blackburn was a major centre for the woollen, cotton and engineering industries in the years leading up to the 20th century. Its engineering industry was particularly successful, with locomotives being manufactured in the town's Phoenix Foundry between 1845 and 1967. Textiles were also a major part of the town's industry, with cotton spinning and bleaching factories taking advantage of the town's canals and railway lines, the town was the centre of a large cotton-spinning industry.

The textile industry eventually declined in the mid-20th century, as the demand for cotton began to wane.
